Kaiser bringing jobs to Cerritos

Just how is Kaiser bringing jobs to Cerritos?  No job postings and the HR lady said all the positions are filled by Kaiser employees from another location.  I and my friends have looked on Kaiser website but we all were disappointed.  The only thing Kaiser is bringing is traffic and the power outages and dirt from the construction.  If a company says they are going to bring permanent jobs they should be held accountable.
