According to the preliminary investigation, Velasquez was driving a 1989 Honda "at an unsafe speed'' when his vehicle hit the center divider and caromed into the side of a 2011 Hyundai driven by a 78-year-old Artesia man, who suffered minor injuries, according to the CHP.
