Cerritos and Artesia Residents Make State's Notorious "Delinquent Taxpayer" List

The locals named owe more than $200,000 in state income taxes, according to the Franchise Tax Board.

As taxpayers nationwide rush to meet today's tax deadline, the California Franchise Tax Board recently issued a list of the top 500 delinquent taxpayers (businesses and individuals) who owe the most in state income tax.

Two Cerritos-Artesia residents were included on the list:

Delinquent
City Amount Owed Lien Date Manuel T. & Teresa L. Leelin Cerritos $270,452.89 11/25/2002
Hongjia Zhang
Artesia $238,551.32 04/21/2011

The state says that nearly 90 percent of taxpayers pay the taxes they owe, however, those who don’t pay contribute to California’s tax gap—the difference between taxes owed to the state and taxes actually paid. Currently, the state’s annual tax gap is estimated to be $10 billion.

"When taxpayers do not pay their fair share, it places an unfair burden on those who do. Closing the tax gap is in the best interest of all Californians," according to the Franchise Tax Board.
